Under the general direction of the Tank Farm Manager, the primary function of this position is to ensure fuel delivery to the Barrow airports and to monitor the inventory of fuel in storage by performing the following duties personally or through subordinate staff.

ESSENTIAL DUTIES AND RESPONSIBILITIES (and other duties as assigned)

1.     Determine schedules, sequences, and assignments for work activities based on work priority, the quantity of equipment, and the skill of personnel.

2.     Monitor process indicators, instruments, gauges, and meters in order to detect and report any possible problems.

3.     Maintain daily, monthly, quarterly, and annual reports.

4.     Maintain on-site files and training records.

5.     Coordinate and deliver aviation fuel deliveries to Barrow airports.  To include scheduling staff for operations, keeping accurate records of fuel     deliveries, and ensuring the invoices are complete.

6.     Report accidents or injuries and complete necessary forms

7.     Conduct daily inspections at the Gas Station with proper forms, fuel dispensers, and fuel lines. 

8.     Conduct daily inspections at the Tank Farm with proper forms; tanks, valves, and pumps.

9.     Conduct daily inspections on the Fuel Tankers with proper forms, including monthly Filter Membrane tests and annual calibrations to ATA 103 standards.

10.   Report any deficiencies to the Assistant Manager of Operations such as vandalism, pumps out of order, fuel leaks, and burnt-out lights.  To include any repairs if needed.

11.   Process invoices daily for ASRC Accounts Receivable and for the Tank Farm files to ensure all information coincides with all Control Log Sheets; Jet A, AV-Gas, Unleaded, Propane, and Kerosene.

12.   Conduct inventory measurements of all fuel tanks at the Tank Farm and the Gas Station on monthly basis.  To include an inventory of package products every two weeks at the Gas Station. 

13.   Conduct snow removal for company facilities; Gas Station, Tank Farm, NAPA/Polaris Store.

14.   Maintain oil spill response kits and assists the Assistant Manager of Operations with deployment, installation, removal, or other use of spill response equipment and materials.

15.   Coordinate Fuel deliveries on on-call basis on rotated schedule time.  Conduct the fuel deliveries when regular scheduled employee is absent.

16.   Must assist Assistant Manager of Operations with deployment of barge crew personnel and equipment and act as Person-In-Charge (PIC) as needed.

EDUCATION and/or EXPERIENCE

1. The ability to speak and understand the Inupiaq language is important and preferred. Strong knowledge, understanding, and sensitivity to the Inupiat culture.     

2. High school or equivalent certification.

3. Valid Alaska Commercial Driver’s License.

4. Must be able to work independently and must be willing to work shifts that vary from day to night and operate seven days a week.

5. 40-hour Hazwoper certification is required.

6. Hazardous Material Certification is required.

7. Hazardous Communication Certification is required.

8. Confined Space Certification is required.

9. First Aid CPR Training is required.

10. Spill Response Training is required.

LANGUAGE SKILLS

Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of employees or customers.

MATHEMATICAL SKILLS

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

REASONING ABILITY

Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form.  Ability to deal with problems involving several concrete variables in standardized situations.

The work environment is in a busy office, shop, or outside setting.  The noise level in the work environment is usually loud. While performing the duties of this job, the employee is regularly exposed to fumes or airborne particles, toxic or caustic chemicals. While performing the duties of this job, the employee may be occasionally exposed to outside weather conditions, occasionally be exposed to wet or humid conditions, may frequently be exposed to extreme cold, and occasional exposed to extreme heat and may be required to travel in small and large commercial aircraft. The employee will work near moving mechanical parts, and high, precarious places. The employee will handle explosive materials such as pressurized gas & propane tanks. In addition, there is risk of electrical shock.  The noise level in the work environment is loud.
