JOB SUMMARY

The Project Engineer serves as the project technical lead managing the day-to-day operations of assigned projects including management of staff, contracts and clients.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Construction Project Management

  • Responsible for planning and proactively managing constructions projects, to achieve quality, schedule, budget and safety objectives.
  • In-depth ability to read and interpret plans, specifications and any other documentation associated with constructing buildings and sites – with an emphasis on civil construction plans and specifications.
  • Manages field staff and responsible for human relations management 
  • Manages field superintendent on daily work plans, manpower requirements as well as track daily progress on the jobsite.
  • Responsible for timely completion of all required project close-out documents per contract. 
  • Assists with stakeholder management of owners/clients for efficient and successful project for all team members. 
  • Facilitates team and client meetings effectively 
  • Hold staff meetings with project team and internal stakeholders
  • Periodically visits the jobsite to inspect and provide technical support. (typically once per month, minimum, if remote,  more often if in town)

 

Contract Management

  • Manages contracts for subcontractors, vendors, and suppliers
  • Assist with directing subcontractors, suppliers, architect/engineers
  • Review and approval project related purchase for materials and equipment 
  • Responsible for subcontract compliance 
  • Responsible Review and approval of billing
  • Assist project managers in disputes negotiation 
  • Drafts serial letters to clients and subcontractors
  • Draft change order requests to owners 
  • Manages document control processes and procedures 

 

Estimating

  • Reviews project documents, conditions to develop multidiscipline material takeoff, evaluation of labor needs, subcontractor cost proposals and estimates.
  • Conduct subcontractor quote comparison and award
  • Assist with estimate bid risk analysis
  • Perform site visits, due diligence investigation and project reconnaissance 
  • Assist with technical narratives and proposals
  • Assist with final estimate and proposal documents
  • Participate in final estimate review

 

Quality Control

  • Manages and responsible for enforcing quality control and quality assurance procedures 
  • Accountable for preparing complete, accurate and timely submittal logs based on project drawings and specifications.
  • Approves all material submittals prior to purchasing materials.
  • Approves “Request for Information” when issues arise that need an answer or clarification from the design team.
  • Manages team in focusing on quality, both in the field and in the office, to ensure that the project specifications are met.

 

Safety

  • Responsible for managing and implementing onsite safety program
  • Ensures that all the construction safety rules and regulations are being observed and all safety documentation is completed and filed.
  • Lead by example and support Zero-Incident culture 
  • Site visits to conduct safety audits 
  • Review and update Site Specific Safety Plans
  • Draft Job Hazard Analysis (JHA)

 

Project Controls

  • Manages the cost control effort of the project through approving expenditures, labor reporting and materials receiving.
  • Manages project budget with approval from the project manager and general manager
  • Analyzes project profitability 
  • Responsible for financial month end estimate-at-complete
  • Actively manages construction CPM schedule and regular schedule updates.
  • Performs other related duties as assigned. 

KNOWLEDGE, SKILLS, AND ABILITIES

  • Ability and wiliness to abide by the company’s code of conduct, policies and procedures.
  • Comply, understand, and support the company’s safety culture to ensure a safe work environment.
  • Strong knowledge, understanding and sensitivity to the Inupiat culture.
  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. 
  • Ability to write routine reports and correspondence. 
  • Ability to speak effectively before groups of employees or customers.
  • Ability to deal with problems involving several concrete variables in standardized situations.
  • Knowledge of building systems including, electrical, plumbing, HVAC, fire alarm, with the ability to investigate Operations and Maintenance manuals to schedule routine maintenance and build an inventory of critical spares. 
  • Ability to prioritize and multi-task to meet assigned deadlines. 
  • Ability to maintain confidentiality.

QUALIFICATIONS

Required

  • Bachelor’s Degree in Business, Engineering, Architecture, or Construction/Project Management.
  • Five (5) years’ construction experience with project management exposure.
  • Valid driver’s license with an acceptable driving record.

 

Preferred

  • Experience working in the construction industry.
  • Thorough understanding of construction contract requirements. 
  • Experience with Vista Construction Software.
  • Experience with CPM scheduling using Primavera P6 
  • USACE CQC training
  • USACE RMS training and experience 
  • PMP certification
  • Possess strong computer skills, Proficient with all MS Office products, scheduling software (Primavera P6 and MS Project).

The work environment is in a busy construction setting.  The noise level in the work environment is usually varies. While performing the duties of this job, the employee may be occasionally exposed to outside weather conditions and may be required to travel in small and large commercial aircraft.
