BRIEF JOB DESCRIPTION

 

Manage a bulk storage facility that includes 8 product tanks, a truck rack, a rail rack operation and a warm storage building.  Manage a staff of 9 operators working a rotating shift. Responsible for the movement of aviation grade fuel, ultra-low sulfur diesel fuels, and gasoline into and out of the facility safely and efficiently. Administrative responsibilities include the planning, budgeting, documenting, assessing and improving of site operations. Previous experience supervising and working in the petroleum industry is required.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES (and other duties as assigned)

  • Ensure that safety and efficient performance of maintenance and operation activities is in accordance with Company standards and regulatory guidelines.
  • Implement and communicate operating procedures and expectations aligned with corporate and industry standards.
  • Conduct day-to-day operations management and issue resolution at the facility to ensure the terminal is running safely and smoothly.
  • Supervise, direct, and train personnel to the company and regulatory requirements.
  • Maintain, communicate, and implement safety, environmental, regulatory and compliance standards and procedures.
  • Know and provide direction to ensure compliance with local, state, and federal environmental regulations.
  • Maintain compliance with the State-required Contingency and Storm Water Pollution Prevention Plans.
  • Respond to system emergencies.
  • Consult on capital and expense projects.
  • Ensure the safety of self, employees, and contractors. Demonstrate safety leadership.
  • Maintain strong interpersonal, oral/written communication skills, and computer literacy.
  • Provide direct supervision and leadership to direct reports.
  • Knowledge of specifications, quality assurance and petroleum measurement procedures for all company products.
  • Conduct Barge cargo load planning & management.
  • Develop and propose the annual operating budget. Manage the terminal in accordance with the budget as approved.
  • Understand and maintain procedures for the prevention and response strategies for land spills.
  • Understand pipeline & piping components (i.e. valves, pumps, gauges) with the ability to maintain / repair this equipment as needed.
  • Understand the operation, repair and maintenance of above ground storage tanks and cathodic protection systems.
  • Identify opportunities for improvements or enhancements for equipment, facilities, resources, processes, training, new technologies, etc.
  • Understand loading and unloading of rail cars, including communication with other terminals and the Alaska Railroad.
  • Understand Incident Command Structure and response.
  • Ensure overall site security of the facility.

EDUCATION and/or EXPERIENCE

  • Associate or Bachelor's Degree.
  • Ten plus years of experience in the petroleum pipeline and/or bulk fuel terminal operations.
  • Five plus years of supervisor experience.
  • Valid Driver's License.
  • Current TWIC or ability to qualify for TWIC.
  • Strong knowledge of regulations as applicable to pipeline and terminal operations.
