JOB SUMMARY
The Operations Director is an exempt management position and reports directly to the Assistant Refinery Manager. The Operations Director is directly accountable for supervision, development and performance management of the Refinery Operations group. Normal work schedule 12 hours days and will be a 14 days on and 14 days off rotation, primarily Day Shift. Refinery operations may require a modified schedule to meet the needs of the operation.
ESSENTIAL DUTIES AND RESPONSIBILITIES (and other duties as assigned)
Represents management’s goals and objectives. Oversee day to day operation of all process units onsite to meet volume and yield goals as directed by the Refinery Manager. Directs Operators to ensure units, equipment and personnel onsite operate safely and efficiently.
Ensure all personnel adhere to established Health and Safety procedures and programs.
Ensure Refinery remains in compliance with all applicable environmental regulations.
Capable of operating all refinery units and as such, can communicate and achieve consistent operating principles, actions and process understanding between the different crews.
Evaluate and outline technical training needs of Operators. Manage, develop, participate in, schedule and conduct technical training programs to ensure their competence for required tasks within the refinery. Propose training, including seminars and other tools required to maximize the knowledge and performance of the Operators.
Evaluate and outline operational programs to improve and advance process safety management, operating procedures, handouts, tests and program exercises. Direct and conduct classes on unit operations and equipment preventative maintenance.
Work with Refinery Manager to hold Operators accountable for successfully completing training and following procedures they have been trained on.
Assist Operators in troubleshooting unit problems as well as work with operators to optimize unit operations. When an equipment limitation prevents further troubleshooting, clearly communicate it to the Refinery Manager and then work with Maintenance and Engineering Departments to implement engineering solutions to drive continuous improvement.
Responsible for maintaining certain components of the refineries Process Safety Management (PSM) program including input on writing procedures, oversight of training on these procedures, and conducting Pre-Startup Safety Reviews (PSSR’s). This also includes assistance and direction in the development of these components for new processes and equipment onsite.
Manage 32 Refinery Operators. Monitor staffing requirements and vacation schedule. Work closely with Human Resources as needed to maintain strong employee relations.
Collaborate with all four Lead Operators in developing lists for each unit identifying anticipated work to be performed during yearly shutdown. Organize meetings with all Refinery groups to plan out detailed work lists of all work to be performed during the shutdown. This includes working with vendors, and contractors to ultimately put together a realistic timeline which is then presented to Refinery Manager. The timeline will include all cost estimates, manpower needed, materials needed, and any other time sensitive information relevant to each task.
Conduct yearly performance evaluations of each Operator. Enroll the help of the Lead Operators for specific input and Human Resources for proper compliance.
Monitor TAPS activity and be ready to respond to any operational changes.
Monitor and communicate with off-site power generators with regards to their operation.
SUPERVISORY RESPONSIBILITIES
Carry out managerial responsibilities in accordance with the organization's policies and applicable laws. Supervise all employees within the department. Responsibilities include: interviewing, hiring, holding employees accountable, coaching and training, addressing and resolving employee concerns, planning, assigning, directing work, assessing job performance and holding accountable for same.

EDUCATION and/or EXPERIENCE
Minimum B.A. degree or ten years of related experience and or training: or equivalent combination of education and experience. Experience in refinery operations required.
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
Min. 10 years’ industrial operations experience or 5 years of experience with a Technical Degree.
Min. of 2 years’ direct management experience.
Petrochemical/oil refinery experience required.
Experience in PSM and Incident Command preferred.
Direct management experience.
Ability to effectively communicate to all levels in the organization.
Excellent computer skills; Windows, MS Office (Word, Excel, Outlook, PowerPoint; etc.) Experience with SQL & Destiny preferred.
LANGUAGE SKILLS
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of employees or customers.
MATHEMATICAL SKILLS
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
REASONING ABILITY
Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
