Environmental & Construction Permitting Specialist

The position is responsible for executing project permitting for construction, modernization, and acquisitions at existing and new Petro Star locations.  In addition, this position will assist with permit/plan renewals and revisions as needed for our existing facilities.

• Analyze new regulations in the environmental field to ensure that regulations are translated into effective permits, plans, and procedures to comply with Federal, State, and local regulations.
• Required knowledge and experience with state/municipal building and fire marshal permitting.
• Preferred knowledge and experience with air quality permits, ODPCP plans, SPCC plans, APDES permit, stormwater pollution prevention permitting, and RCRA waste management permitting.
• In-depth experience with civil/mechanical/structural/electrical/plumbing construction requirements.
• In-depth experience with IBC, IFC, and preferably NFPA code.
• AUTOCAD experience is preferred.
• Other duties as assigned.

• Minimum of five years of relevant work experience in the areas of project permitting and regulatory compliance.
• Bachelor’s degree in environmental or civil engineering.
• Knowledge: Law & Government, i.e., environmental management practices & principal procedures:
  • Resource Conservation & Recovery Act
  • Toxic Substances Control Act
  • Clean Water Act
  • Clean Air Act
  • Endangered Species Act
  • Alaska Administrative Code
• Knowledge:  IBC, IFC, NFPA codes.
• Travel:
  • Statewide travel on an as needed basis.

Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of employees or customers.

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form.  Ability to deal with problems involving several concrete variables in standardized situations.

The work environment is in a busy office setting.  The noise level in the work environment is usually moderate. While performing the duties of this job, the employee may be occasionally exposed to outside weather conditions and may be required to travel in small and large commercial aircraft.
