The Terminal Manager manages a bulk storage facility located in Fairbanks that includes 8 product tanks, a truck rack, and a rail rack operation. This position manages a staff of 8 operators who work a rotating shift. The Terminal Manager is responsible for safe, compliant and efficient movement of aviation grade fuel, ultra-low sulfur diesel fuels, and gasoline into and out of the facility. Administrative responsibilities include planning, budgeting, documenting, assessing and improving site operations and implementing any operational directives issued by upper management. As a manager, this position is responsible for training operators and ensuring their compliance with operational processes, safety directives and best operational practices. Previous experience effectively supervising, training and managing the performance of others and working in the petroleum or related industries is required.
ESSENTIAL DUTIES AND RESPONSIBILITIES (and other duties as assigned)
Ensure that safety and efficient performance of operational and maintenance activities are in accordance with Company standards, regulatory requirements and industry best practices.
Implement and communicate operating procedures and expectations aligned with Company and industry standards. Ensure employees can demonstrate requisite knowledge and skills to perform activities in accordance with Company operating procedures and training requirements.
Supervise, direct, and train personnel to Company and regulatory requirements and manage performance in a manner that is constructive and holds team members accountable.
Maintain, communicate, and implement safety, environmental, regulatory and compliance standards and procedures and ensure overall site security of the facility. To this end, demonstrate proficient adherence to and instruction on Incident Command Structure and Response and active safety leadership.
Conduct day-to-day operations management and issue timely resolution at the facility to ensure the terminal is running safely, efficiently and in a manner that maximizes results and minimizes risk. Respond to system emergencies and conduct effective debriefs and follow up after the same.
Demonstrate knowledge and competency managing the terminal in compliance with local, state, and federal environmental regulations, including compliance with state required Contingency and Storm Water Pollution Prevention Plans. Maintain and educate others on procedures for the prevention and response strategies for land and on water spills.
Provide direct supervision and leadership to employees and provide strong and effective interpersonal, verbal and written communication to the team, other departments and visitors to derive positive operational outcomes.
Maintain institutional working knowledge of specifications, quality assurance and petroleum measurement procedures for all Company or purchased products and effectively manage cargo load planning to maximize terminal throughput and deliver on customer service commitments.
Develop and propose the annual operating budget and manage the terminal budget as required. Consult effectively with upper management on capital and expense projects with a focus on projects that provide value added attributes and/or elevate customer experience.
Understand pipeline & piping components (i.e. valves, pumps, gauges), above ground storage tanks and cathodic protection systems and manage the maintenance and repair of same equipment, as needed, to maintain safe, compliant and efficient facility infrastructure.
Identify efficient and economic opportunities for improvements or enhancements for equipment, facilities, resources, processes, training, new technologies, etc.
Demonstrate knowledge and understanding of safe cargo loading/unloading practices and procedures of rail tanker cars and tanker trucks, including communication with other terminals, the Alaska Railroad and governmental agencies.
SUPERVISORY RESPONSIBILITIES
Perform managerial responsibilities in accordance with the organization's policies and applicable laws. Supervise all employees within the department. Responsibilities include interviewing, hiring, disciplining, coaching and training, addressing and resolving employee concerns, planning, assigning, directing work and assessing job performance.
EDUCATION and/or EXPERIENCE
Ten plus years of experience in petroleum pipeline and/or bulk fuel terminal operations.
Five plus years of supervisor experience.
Valid and unrestricted driver's license.
Current TWIC or ability to immediately secure a TWIC post hire.
Strong knowledge of regulations, as applicable, to pipeline and terminal operations and demonstrated ability to apply the same to operations.
LANGUAGE SKILLS
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of employees or customers.
MATHEMATICAL SKILLS
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
REASONING ABILITY
Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.

The work environment consists of a variety of settings including a busy office, control room, maintenance shop, truck rack, tank farm, and dock facility. The noise level in the work environment is usually moderate. While performing the duties of this position, the employee may be occasionally exposed to outside weather conditions and may be required to travel for extended periods of time in a motor vehicle, or in small and large commercial aircraft for overnight and multi-day trips.
