Leads the day-to-day business activities of the Petro Star North Pole Refinery, prioritizing safe, environmentally compliant, and reliable refinery operations with a focus on optimizing production of on- specification fuels. Directs the Maintenance and Operations staffs to complete timely and professional preventative and corrective maintenance of all refinery equipment and assets. Directs Laboratory and operations personnel to ensure product quality and assurance requirements are always met. Develops and stewards the refinery operating and capital budgets.
ESSENTIAL DUTIES AND RESPONSIBILITIES (and other duties as assigned)
- This role leads all Refinery personnel. This includes providing leadership, support, oversight, and collaboration with on-site personnel and those outside of direct refinery operations, including those in the Safety, Compliance, and Laboratory teams.
- The Refinery Manager will focus on professional development of the North Pole Refinery workforce, playing a crucial role in the hiring and recruitment process, and serve as a role model for the facility staff.
- The Refinery Manager will prioritize operator qualification schedules to create fully qualified and flexible work teams. This will involve holding employees accountable to defined progression plans and quarterly progress updates to the VP of Refining.
- Along with professional development, the Refinery Manager will emphasize succession planning. This effort is intended to create a culture of high performance and employee engagement with the very best employees prepared for promotions when they become available.
- Responsible for ensuring annual performance evaluations are completed on time and adhere to company standards for all direct refinery personnel.
- Able to hold refinery staff accountable to meet expectations, follow policies and procedures and achieve ASRC overall objectives. When necessary, is able to coach and correct performance and behavioral issues.
- The Refinery Manager is proficient in creating engagement across the organization with the ability to communicate with operations, maintenance, and other refinery employees.
- Ensure Quality Control & Assurance procedures, testing and documentation/recordkeeping are
- rigorously followed and maintained per PSI’s contract requirements.
- Serve as the principal emergency contact for all issues and incidents arising at the refinery, as well as the principal on-site contact for local, state, and federal regulatory agencies.
- Responsible for Refinery compliance with operational, environmental and safety regulations. Works to continuously identify and champion efforts to improve operational efficiency and workplace safety, as well as providing environmental stewardship.
- Provide professional and accurate communication and support to PSI Anchorage Corporate Office, ASRC and their respective Senior Leadership Teams. Interface professionally with local, State and Federal agencies.
- Lead the development of the Refinery Operational, Turnaround and Capital budgets. In conjunction with Refinery staff, identify capital projects for improving safety and environmental compliance, maintaining and growing revenue, and cost reduction opportunities.
- Develop profit improvement and cost reduction proposals and implement plans autonomously at the local level.
- Work closely with the Refinery and Corporate Safety Departments to ensure safe and compliant refinery operations consistent with the Process Safety Management and other applicable regulations.
- Coordinate with PSI E&C to develop conceptual designs and estimates for plant turnarounds, capital improvement projects and new construction.
- Ensure timely and appropriate completion of identified action items from audits, PHA’s and
- safety and compliance reviews.
- Promotes proactive focus to trouble-shooting process units and fosters positive, high-involvement work environment.

EDUCATION and/or EXPERIENCE
- Requires a Bachelor’s Degree in Engineering or related field or equivalent experience. Chemical Engineering preferred. Project management experience is desirable.
- Minimum of seven years supervisory experience in a refining or similar process environment.
- 5 years’ experience leading operations or maintenance personnel in an industrial setting.
- Must possess a valid Driver’s License.
- Must pass background check, physical, hearing and DOT drug test.
LANGUAGE SKILLS
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of employees or customers.
MATHEMATICAL SKILLS
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
