ASRC Builders seeks a Contractor Quality Control Systems Manager (CQCSM) for a complex, high-visibility, multi-year construction project at Joint Base Elmendorf-Richardson, Alaska. This mission-critical position is ideal for professionals who excel in demanding environments and are motivated by the challenge of achieving excellence. Candidates must have demonstrated experience with multiple types of complex federal construction projects, including U.S. Army Corps of Engineers vertical projects. Relocation is not available, however, lodging and meals will be provided. Candidates must be able to report to the duty location as required.
The desired candidate should have demonstrated training and certification in the quality control and safety fields working with multiple management levels.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Implementation of a project-specific Quality Control plan
Comprehensive understanding of contract documents, including plans, specifications and supplemental data.
Supervision of an on-site quality control staff of up to 6 discipline specific QCs.
Working with superintendents and subcontractors in preparing and reviewing technical submittals
Performing QC inspections at the jobsite using both written requirements and extensive construction experience.
Maintain and on-site presence during all construction activities.
Preparation of a daily Quality Control Report for Government review
Planning, scheduling and conducting quality control meetings with project stakeholders
Oversight and management of subcontractor, vendor and supplier QC programs, including submittals, quality reports and closeout documentation
Coordination and review of purchase orders for contract compliance
Receiving and inspection of materials
Working knowledge of USACE EM-385-1-1 regulatory requirements as it pertains to heavy industrial or commercial construction.
Must have completed the USACE Construction Quality Control course or complete within 30 days of offer.
Proficient in USACE Resident Management System (RMS)
Performs other related duties as assigned.

Strong knowledge, understanding and sensitivity to the Inupiat culture.

QUALIFICATIONS/EXPERIENCE
Required
Graduate Engineer, Graduate Architect, or a graduate with a BS degree in Construction Management with a Minimum (5) five years construction experience on construction similar to this contract.
- OR –
Minimum of Seven (7) years of experience in construction quality control supervision on construction similar to this contract.
Experience in construction quality control or construction supervision on a US Army Corps of Engineers or NAVFAC project.
Completion of the course entitled Construction Quality Management for Contractors or ability to complete within 30 days of hire. This certificate expires after 5 years, and if it is expired must have the ability to renew the certificate within 30 days of hire.
Skilled in the use of Resident Management System 3 (RMS3).
Skill in the use of MS Word, MS Excel, and MS PowerPoint at an intermediate level.
Working knowledge of USACE EM-385-1-1 regulatory requirements as it pertains to heavy industrial or commercial construction.
Completed the 30-hour OSHA Construction Safety course or ability to complete within 30 days of hire.
A comprehensive understanding of the USACE 3-Phase Quality Control System.
Candidates must be legally authorized to work in the United States on a full-time basis without the need for current or future employer sponsorship.
Preferred
Engineering, architectural or construction management degree.
Experience managing federal projects for clients such as US Army Corps of Engineers, US Air Force, GSA and/or NAVFAC.

Talk, hear, stand, walk, sit, and reach with hands and arms. Frequently lift and/or move up to 25 lbs. and occasionally lift and/or move up to 50 lbs. The work environment is in a busy construction setting. The noise level in the work environment is usually varies. While performing the duties of this job, the employee may be occasionally exposed to outside weather conditions and may be required to travel in small and large commercial aircraft.
