The CQCSM is a key leadership position responsible for the execution of the project’s three-phase quality control system, ensuring all work is performed to the highest standards and in strict compliance with contract requirements. You’ll lead a team of six or more QC professionals and coordinate directly with government representatives, subcontractors, and field staff to maintain rigorous quality oversight across all phases of construction.

Hire is subject to prior approval of qualifications by U.S. Army Corps of Engineers.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Lead and manage the Quality Control (QC) organization, including discipline-specific QC personnel, third-party testing agencies, and Special Inspectors.
- Maintain an active presence on the project site to monitor ongoing work and enforce contract compliance.
- Implement and enforce the project-specific Contractor Quality Control Plan (CQCP).
- Review contract documents (drawings, specifications, and modifications) to ensure field work meets all contract requirements.
- Supervise and mentor on-site QC staff.
- Collaborate with the Project Superintendent and subcontractors to prepare and review technical submittals.
- Review and submit technical submittals for completeness, accuracy, and contract compliance to the Government.
- Conduct and oversee required QC inspections on-site, ensuring all inspections meet contract specifications.
- Prepare and submit daily Quality Control Reports (QCRs) using the government’s RMS (Resident Management System) database.
- Coordinate material procurement, review purchase orders for contract compliance, and inspect delivered materials.
- Maintain and update the project submittal register as needed.
- Prepare and review Requests for Information (RFIs), including those from subcontractors, and verify conformance of responses with contract documents.
- Identify, track, and report quality deficiencies; implement and monitor corrective actions.
- Support Project Managers in processing change orders and incorporate approved changes into contract documentation.
- Review and input test plans and test reports across all disciplines into RMS as required.
- Participate in regular project schedule updates to ensure QC activities align with and support project milestones.
- Review and support the preparation of monthly pay applications and facilitate their submission into RMS.
- Maintain current and accurate on-site as-built drawings for all project disciplines.
- Conduct (or oversee) preparatory and initial phase QC meetings for all definable features of work (DFOWs).
- Manage project closeout activities, including final inspections, punch lists, and turnover documentation.
- Oversee the on-site Commissioning team and review commissioning reports for submission to the U.S. Army Corps of Engineers (USACE).
- Participate in all relevant project meetings, including USACE owner meetings, weekly subcontractor meetings, and schedule coordination meetings.
- Perform other duties as assigned.

- In-depth knowledge of the USACE Three-Phase Quality Control System and its implementation.
- Proficient in RMS 3.0 and Microsoft Office Suite (Word, Excel, PowerPoint).
- Familiar with Smartsheet, Bluebeam, and construction management platforms.

QUALIFICATIONS
Required
- Ability to receive U.S. Army Corps of Engineers approval prior to hire.
- Education and Experience. A graduate engineer, graduate architect, or a graduate with a BS degree in Construction Management and have a minimum of (5) five years *can be greater than 5 years but not less* construction experience on construction similar to this contract.
- In lieu of the education and experience requirements, a candidate may qualify provided they have a minimum of 7 years *can be greater than 7 years but not less* of experience in construction quality control supervision on construction similar to this contract.
- Experience using the U.S. Army Corps of Engineers Resident Management System (RMS 3.0) contract administration software (formerly Quality Control System/QCS).
- Ability to pass a federal government background check, pre-employment drug & alcohol screening, and any other screening required to perform the essential functions of the job.
- Ability to receive and maintain a secret clearance within 6 months of hire.
- Comprehensive understanding of the USACE 3-Phase Quality Control System.
- Completion of the course entitled Construction Quality Management for Contractors or ability to complete within 30 days of hire.
- Skill in the use of MS Office and Adobe Acrobat.
Preferred
- Experience on Department of Defense projects for clients such as U.S. Army Corps of Engineers, U.S. Air Force, or NAVFAC.
- Experience using U.S. Army Corps of Engineers contract administration software (Resident Management System (RMS3.0), or similar product.
- Experience constructing or renovating secure facilities subject to ICD 705 Policies.
- Working knowledge of USACE EM-385-1-1, OSHA 1926, 1910, and regulatory requirements pertaining to heavy industrial or commercial construction.
- Completion of the 30-hour OSHA Construction Safety course or ability to complete within 30 days of hire.
PHYSICAL DEMANDS

The work environment is in a busy construction setting. The noise level in the work environment. While performing the duties of this job, the employee will be regularly exposed to outside weather conditions.
Some work is in a highly secure installation requiring prolonged periods without cellular phone communications and other devices that have communications hardware capabilities (digital watches, radios, bluetooth transmitting devices, etc.). Pictures are not allowed on the secure installation.
