Manage a bulk petroleum storage facility (terminal) that includes 9 product tanks, two truck racks, rail rack, a main office building, and utilizes the Port of Anchorage Valve Yard (POAVY) for vessel operations.  Manage a staff of up  to 10 operators who work a rotational shift.  Responsible for the movement of aviation grade fuel, ultra-low sulfur diesel fuels, and gasoline into and out of the facility safely, compliantly, and efficiently. Administrative responsibilities include planning, budgeting, documenting, assessing, and improving site operations.  Previous experience supervising and working in the petroleum industry is preferred.

ESSENTIAL DUTIES AND RESPONSIBILITIES (and other duties as assigned)

  1. Ensure that safety and efficient performance of maintenance and operation activities is in accordance with Company standards and regulatory guidelines.
  2. Implement and communicate operating procedures and expectations aligned with corporate and industry standards.
  3. Conduct day-to-day operations management and issue resolution at the facility to ensure terminal is operating safely and efficiently.
  4. Supervise, direct, and train workforce to company and regulatory requirements.
  5. Maintain, communicate, and implement safety, environmental, regulatory and compliance standards and procedures.
  6. Demonstrate knowledge and understanding of local, state, and federal environmental regulations and provide direction to ensure strict compliance.
  7. Maintain compliance with the State required Contingency and Storm Water Pollution Prevention Plans.
  8. Respond to system emergencies.
  9. Consult on capital and expense projects.  Develop funding requests.
  10. Ensure the safety of self, employees, and contractors. Demonstrates safety leadership.
  11. Maintain strong interpersonal, oral / written communication skills, and computer literacy.
  12. Provide direct supervision / leadership to staff.
  13. Knowledge of specifications, quality assurance and petroleum measurement procedures for all Company products.
  14. Conduct barge cargo operations, planning & management.
  15. Develop and manage the annual terminal operating budget. Meet budget as required.
  16. Understand and maintain procedures for the prevention and response strategies for land and on­ water spills.
  17. Understand pipeline & piping components (i.e., valves, pumps, gauges) with the ability to maintain / repair this equipment as needed.
  18. Understand the operation, repair and maintenance of above ground storage tanks and cathodic protection systems.
  19. Identify opportunities for improvements or enhancements for equipment, facilities, resources, processes, training, innovative technologies, etc.
  20. Understand Incident Command Structure and response.
  21. Ensure overall site security of the facility.

  1. The Terminal Manager will lead and manage all personnel within the department, ensuring compliance with organizational policies, procedures, and applicable laws. Responsibilities include: 
  2. Recruiting, interviewing, hiring, and onboarding employees to build a capable and engaged workforce.
  3. Providing consistent coaching, training, and development opportunities to enhance team performance and individual growth.
  4. Managing performance through regular evaluations, goal setting, and feedback.
  5. Addressing and resolving employee concerns professionally and promptly to maintain a positive work environment.
  6. Planning and assigning work schedules, ensuring optimal staffing and coverage to meet operational needs.
  7. Monitoring and directing day-to-day activities to ensure safety, productivity, and efficiency.
  8. Administering disciplinary actions as necessary, following established company policies.
  9. Fostering a culture of safety, accountability, and teamwork across all levels of the department.
  10. Collaborating with cross-functional teams to ensure alignment with organizational goals and objectives.

EDUCATION and/or EXPERIENCE

  1. Education: Associate or Bachelor's Degree in Business Administration, Logistics, Engineering, or a related field, or a combination of education and equivalent experience (e.g., 10 years of relevant professional experience).
  2. Experience: At least 5 years of supervisory or leadership experience in operational management, logistics, supply chain, manufacturing, energy, or industrial settings.  Experience in petroleum pipeline and/or bulk fuel terminal operations is preferred but not required.
  3. Skills: Demonstrated knowledge of safety protocols, regulatory compliance, and operational procedures in a high-stakes or regulated environment.
  4. Licenses: Valid Driver's License.
  5. Certifications: Current TWIC or ability to qualify for TWIC within the first 90 days of employment.
  6. Knowledge: Familiarity with safety and environmental regulations related to industrial or terminal operations.  Candidates with the ability to quickly learn and apply these regulations are encouraged to apply.

LANGUAGE SKILLS

Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to author routine reports and correspondence.  Ability to speak effectively before groups of employees or customers.

 MATHEMATICAL SKILLS

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

 REASONING ABILITY

Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.

The work environment consists of a variety of settings including a busy office, control room, maintenance shop, truck rack, tank farm, and dock facility.  The noise level in the work environment is usually moderate.
