Provide management and oversight of the Payroll Department for ASRC Construction and its subsidiaries. Overseeing payroll functions for multi-state job locations, including a broad range of private, state and federal construction services, including union, Davis-Bacon, and SCA employees.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Supervise the daily operation of the payroll function, including manage assigned staff.
- Process multi- company, multi-state, union, and certified payrolls.
- Maintain payroll records, logs, and files in accordance with company policy, state and federal laws, and regulations.
- Serve as a point of contact for payroll-related questions and provide guidance and support to managers.
- Research applicable legislation and remain knowledgeable of local, state, and federal laws.
- Complete tax and general ledger reconciliations.
- Conduct regular audits of payroll data, processes and assist internal and external auditors requests
- Responsible for maintaining payroll records and systems.
- Safeguard employee data and maintain confidentiality.
- Determine and evaluate opportunities for continuous improvement and streamline work processes, to provide customer service to stakeholders.
- Prepare and submit required state, federal, multi-state, and union reporting, including W-2s and requests from other client agencies.
- Ensure timely reporting and payment of taxes and miscellaneous withholdings to appropriate agencies.
- Research applicable legislation and remain knowledgeable of local, state, and federal laws.
- Responsible for adhoc reporting requests and represents payroll interests on assigned projects.
- Provide annual and periodical training to supervisors and employees.
- Collaborate closely with HR, Benefits and other departments
- Visit job sites or deliver checks, as needed.
- Performs other related duties as assigned.

QUALIFICATIONS
Required
- Bachelor’s degree in Accounting, Finance or Business.
- Additional experience may substitute for the degree.
- Additional experience may substitute for the degree.
- Six (6) years’ experience in Payroll or another related field, with at least one (1) of these years in a supervisory role.
- Skill in the use of Microsoft Office and Excel at an intermediate level.
- Valid driver’s license with an acceptable driving record.
Preferred
- Knowledge and experience with Vista Viewpoint.
- Experiencing processing payroll for a multi-state employer.
- Three (3) years of Payroll supervising or managerial experience.
- Familiarity with Generally Accepted Accounting Principles.
- CPP or ability to acquire in one (1) year.
