The Maintenance Manager provides leadership of the maintenance department at the Petro Star Valdez Refinery. This position is responsible for the overall utilization of refinery resources to achieve strategic maintenance and reliability objectives. This position includes compliance with the company's goals, including the maintenance and reliability programs, PSM and Safety programs, preparation and tracking of the maintenance budget, and management of all maintenance activities, including all turnarounds.  Repair or replacement of refinery equipment and systems safely, efficiently, and in a environmentally sound manner.

ESSENTIAL DUTIES AND RESPONSIBILITIES (and other duties as assigned)

  • Initiate, implement, and manage the refinery maintenance program based on best practices in the refining industry.  Emphasis should be placed on planning and scheduling to ensure efficient and timely maintenance.
  • Serve as the refinery reliability program leader.  This role plays a critical role as site champion of the refinery Defect Elimination Program.  The DE program identifies impairments in the refinery’s ability to perform and produce business results.  As the site leader, the Maintenance Manager ensures new defects are identified, tracked in the DE database, and that action items are pursued to final elimination of the defect.  The Maintenance Manager participates and often leads the weekly DE site meeting.
  • Lead planning and execution of the refinery Turnaround activities.  This will focus on scope development, maintenance job planning (with contractors), bids and contractor selection, materials acquisition and tracking, cost estimating and tracking, and oversite of the turnaround execution.  
  • Supervise refinery maintenance personnel ensuring safe, environmentally responsible efficient execution of plant maintenance. 
  • Build the capabilities of the maintenance team through training and development.  Set annual goals for each employee and conduct semiannual reviews (minimum). 
  • Oversee the work order flow and tracking via Computer Maintenance Management System (CMMS), critical and non-critical spare parts inventory, equipment records, and preventative maintenance tasks. 
  • Participate in the morning operations meeting prepared to discuss ongoing maintenance needs and provide a forward look at upcoming maintenance. 
  • Develop the annual routine and major maintenance expense budget/plans.
  • Responsible for stewarding and implementing Mechanical portions of the Process Safety Management (PSM) Policy and Procedures.
  • Ensure that maintenance technicians are adequately trained, equipped, and motivated to accomplish the maintenance program safely, timely, and cost-effectively.
  • Communicate regularly with all maintenance employees, individually and as a group, to ensure good two-way communication concerning any safety or maintenance issues.
  • Assist in developing and managing maintenance procedures and training manuals for the maintenance department.
  • Review the operation of refinery equipment and process systems routinely to minimize unplanned downtime. Anticipate problems and be proactive in identifying opportunities for improvement.
  • Initiate, develop and carry out projects that improve efficiency and reduce operating costs.
  • Ensure full compliance with all health and safety regulations relating to the maintenance department.
  • Directs, maintains, and enforces the safety program for the maintenance department; reviews safety records to uphold standards of maximum safety for all maintenance employees.
  • Develop and Implement programs and procedures required to ensure refinery cleanliness.
  • Assist with planning and implementing refinery improvements and expansions.

Carry out managerial responsibilities per the organization's policies and applicable laws. Supervise all employees within the department. Responsibilities include: interviewing, hiring, disciplining, coaching, and training, addressing and resolving employee concerns, planning, assigning, directing work, assessing job performance, and holding accountable for same.

EDUCATION and/or EXPERIENCE

  1. Associate's degree from a two-year college in a related technical field. Certificate/diploma from trade school in a related field and ten years of experience in the maintenance or operation of a process manufacturing facility preferred. 
  2. Five years minimum supervisory experience in a reliability or maintenance setting in the following industries: Chemical, Oil Refinery, Power, or Pulp and Paper preferred. 
  3. Equivalent combination of education and experience.
  4. Excellent computer skills; Windows, MS Office (Word, Excel, Outlook, PowerPoint, etc.) Experience with SQL & Destiny preferred
  5. Experience using a Computerized Maintenance Management System (CMMS)
  6. Knowledge of Process Safety Management Techniques (Management of Change, HAZOP, PHA, hazardous area classification) preferred. 
  7. Turnaround and Project management experience preferred.
  8. Ability to manage multiple priorities and projects required.
  9. Proficient project coordination, preventative maintenance programming, and management skills required

 

LANGUAGE SKILLS

Ability to read and accurately interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals, write routine reports and correspondence and speak effectively before groups of employees or customers.

MATHEMATICAL SKILLS

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

REASONING ABILITY

Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form and resolve problems involving several concrete variables in standardized situations.
