The Health, Safety, Environmental and Training (HSET) Manager is responsible for planning, implementing, and maintaining the occupational health, safety, environmental, and training programs to ensure operational excellence throughout the Company. This position works with the HSET Director and department personnel to develop policies and procedures for maintaining a safe work environment for Company operations.

ESSENTIAL DUTIES AND RESPONSIBILITIES (AND OTHER DUTIES AS ASSIGNED)

  • Plan, implement, and maintain HSE programs, policies, and procedures in coordination with the HSET Director and department personnel.
  • Maintain and distribute regulatory compliance information to HSE personnel and management.
  • Oversee the performance of facility safety and compliance inspections to identify potential health, safety, and environmental hazards.
  • Oversee response and investigation processes with HSET team personnel for all incidents, near-misses, and unsafe workplace conditions / practices.
  • Provide support to management and HSE specialists, and trainers as necessary for job sites.
  • Provide direction for the quality and timely initiation of incident reporting and investigation processes with both HSET team and site operational personnel.
  • Update applicable database information to track, trend, and to maintain accurate records of incidents, corrective actions, and proactive measures performed in field.
  • Work with HSET and operational team personnel to develop and implement solutions in mitigating identified workplace safety hazards.
  • Maintain a comprehensive understanding of Alaska Workers’ Compensation Law, OSHA recordkeeping guidelines.
  • Maintain a comprehensive understanding of Federal, State, Client, Company, and local HSET requirements and be capable of providing direction to allow for safe completion of quality work.
  • Supervise and provide mentoring to department personnel.
  • Provide support as primary case manager to coordinate with multiple departments and site operational teams for incidents requiring acute care / attention away from the job site.
  • Support Human Resources department to provide assistance for personnel in return-to-work processes.
  • Assist in the management and support of in-town training and onboarding processes.
  • Interface with Company and Client personnel across a multitude of job sites / projects in planning, coordinating, and implementing HSET practices to field.
  • Provide guidance and support to company personnel in meeting all training program and personnel training requirements.
  • Assist HSET team personnel in the processes of researching, preparing, and implementing training policies and procedures to ensure safety practices are consistent with applicable laws, standards, and Company policies.
  • Maintain comprehensive knowledge of Learning Management Systems (LMS), including VTA (Virtual Training Assistant) software suite. 
  • Perform occasional visits to North Slope operational areas to provide onsite support and management for affected personnel.
  • Must be capable of speaking / presenting directly to large groups of people. 
  • Ensure personnel comply with Company and customer policies and procedures.
  • Provide leadership and education in AES incident-free safety culture and assume personal accountability and responsibility for safe work practices in all projects, activities, and operations.

MINIMUM EDUCATION AND EXPERIENCE
  • Bachelor’s degree, or higher, in occupational safety, industrial hygiene, or safety-related field with a minimum of five years of experience in a position that provided direct HSET support (advisor, specialist, manager, industrial hygienist, etc.) in the oil and gas or construction industry.
  • A combination of 10 years education, HSET training, and safety experience will suffice in lieu of the bachelor’s degree with at least 5 of these years consisting of experience in a position that provided direct HSET support (advisor, specialist, manager, industrial hygienist, etc.)
  • Proficiency with Microsoft Office and database management software

CERTIFICATIONS
  • A minimum Board of Certified Safety Professionals (BCSP) certification of Occupational Health and Safety Technician (OHST) or Construction Health and Safety Technician (CHST) is required. 
  • Higher level BCSP certifications such as Associate Safety Professional (ASP), Certified Safety Professional (CSP), or Certified Industrial Hygienist (CIH) certification are preferred and will meet the minimum BCSP certification requirements
  • A master’s degree in related field may be considered in lieu of a BCSP certification.

A candidate must be able to meet the following non-exclusive requirements:                                                               

  • Take and pass a pre-employment drug test which may include both UA and hair testing.                         
  • Meet the physical requirements of this position including working in a remote location under arctic conditions.
  • Must be able to obtain and maintain an access badge for the work location.

The availability of this position is contingent upon the Company’s continued operational needs once training is completed.
