The Contractor Quality Control System Manager (CQCSM) is responsible for overall implementation and management of the project quality control system and ensuring compliance with the contract. The position requires on-site presence at all times during progression of construction activities.


Hire is subject to prior approval of qualifications by U.S. Army Corps of Engineers.


ESSENTIAL DUTIES AND RESPONSIBILITIES


  • Maintain a presence on the project site while work is performed and take necessary actions to ensure contract compliance.
  • Implement the project-specific Contractor Quality Control Plan (CQCP).
  • Review contract documents, including plans and specifications, to ensure on-site work meets contract requirements.
  • Supervise on-site quality control staff.
  • Work with Project Superintendent and subcontractors in preparing technical submittals.
  • Perform QC inspections at the jobsite, as required to meet contract requirements.
  • Manage submittals and requests for information (RFIs).
  • Prepare daily Quality Control Reports (QCRs) and submit in the government software database, RMS (Resident Management System), for government review.
  • Coordinate and review purchase orders for contract compliance.
  • Receive and inspect materials.
  • Update the project submittal register, as required.
  • Prepare and review RFIs (request for information), including technical RFIs from subcontractors for all disciplines.
  • Identify and track quality deficiencies and implement corrective actions.
  • Prepare change orders in coordination with management.
  • Review testing reports and plans for all disciplines and input test reports into RMS as required.
  • Update the Project Schedule as appropriate, coordinating with management.
  • Review and input monthly pay request applications into RMS.
  • Update on-site as-built drawings for all disciplines.
  • Conduct preparatory phase QC meetings for all definable features of work.
  • Manage project turn-over, close out inspections, and punch list.
  • Oversee on-site Commissioning team and review related reports for submission to USACE.
  • Participate in project meetings, including owner meetings with USACE and other stakeholders, weekly schedule meetings, and weekly subcontractor meetings.
  • Perform other related duties as assigned.

QUALIFICATIONS



Required

  • Ability to receive U.S. Army Corps of Engineers approval prior to hire.
  • Bachelor's degree in Engineering, Architecture, or Construction Management or a current certification as an International Code Council (ICC) Commercial Building Inspector may substitute for a degree.
  • Seven years of related construction experience for non-BS degree holding applicant or five years of related construction experience for BS degree holding applicant.
  • Experience using the U.S. Army Corps of Engineers Resident Management System (RMS) contract administration software (formerly Quality Control System/QCS).
  • Ability to pass a federal government background check, pre-employment drug & alcohol screening, and any other screening required to perform the essential functions of the job.
  • Comprehensive understanding of the USACE 3-Phase Quality Control System.
  • Completion of the course entitled Construction Quality Management for Contractors or ability to complete within 30 days of hire.
  • Skill in the use of MS Office and Adobe Acrobat.

Preferred

  • Experience on Department of Defense projects for clients such as U.S. Army Corps of Engineers, U.S. Air Force, or NAVFAC.
  • Experience using U.S. Army Corps of Engineers contract administration software (Resident Management System (RMS), Quality Control System (QCS)) or similar product.
  • Working knowledge of USACE EM-385-1-1, OSHA 1926, 1910, and regulatory requirements pertaining to heavy industrial or commercial construction.
  • Completion of the 30-hour OSHA Construction Safety course or ability to complete within 30 days of hire.


PHYSICAL DEMANDS

Must be able to lift up to 25 lbs.

Must be able to be on feet for prolonged periods of time.

Must be able to climb up and down ladders to inspect completed work.


WORK ENVIRONMENT

The work environment is in a busy construction setting. The noise level in the work environment. While performing the duties of this job, the employee will be regularly exposed to outside weather conditions.

Some work is in a highly secure installation requiring prolonged periods without cellular phone communications and other devices that have communications hardware capabilities (digital watches, radios, bluetooth transmitting devices, etc.).
