Assists Refinery Manager with the day-to-day business activities of the Petro Star North Pole Refinery. This position supervises Maintenance and Operations staff to meet the daily operating plan, complete timely maintenance of all refinery equipment, and planning and execution of annual turnaround scope. 

ESSENTIAL DUTIES AND RESPONSIBILITIES

  1. Ensures the North Pole Refinery prioritizes the safety of all employees and contractors, operates within equipment limits and is a responsible steward of the environment.
  2. Oversee the Operations team in executing the daily run plan ensuring the North Pole Refinery is achieving operational and business-related targets.
  3. Ensures Quality Control & Assurance procedures, testing and documentation/recordkeeping are rigorously followed and maintained per PSI’s contract requirements.
  4. Manages refining maintenance activity including planning, scheduling, monitoring, forecasting, resource allocation and cost control.
  5. Champion projects and efforts to eliminate inherent defects that limit NPR’s ability to meet HSE, reliability and production goals.
  6. Lead NPR’s annual Turnaround Planning and Execution efforts.
  7. Work with PSI logistics in managing production volumes and inventory allocation.
  8. As a member of the Refinery Leadership Team, demonstrates proactive leadership to all Refinery personnel and effectively manages all performance issues in coordination with appropriate Refinery, PSI SLT and ASRC Human Resources staff.  Mentors and helps guide new leaders.
  9. Assists in development of the Refinery Operational and Capital budgets.  In conjunction with Refinery staff, identify capital maintaining and revenue growth opportunities for further development, including coordinating closely with PSI’s Engineering & Construction Group (E&C).
  10. Communicate regularly with Plant Operations and/or Engineering to identify and satisfactorily resolve chronic maintenance-driven operational issues in a safe, timely and cost-effective manner.
  11. Coordinate with and assist Corporate Safety to ensure that the appropriate level of documented investigation occurs under the Safety policies and procedures.  Act as principal responsible party for ensuring all refinery personnel diligently follow all Safety policies and procedures.
  12. Coordinate with PSI E&C to develop conceptual designs and estimates for plant turnarounds, capital improvement projects and new construction.
  13. Assist in timely and appropriate completion of identified action items from audits, PHA’s and safety and compliance reviews. 
  14. Promotes proactive focus to trouble-shooting process units and fosters positive, high-involvement work environment.
  15. Assist in sourcing of necessary personnel for turnarounds, capital projects and new construction, coordinating contracting efforts with PSI SLT.
  16. Directs, maintains, and enforces the safety program for the maintenance department; reviews safety records to uphold standards of maximum safety for all maintenance employees.
  17. Assist with planning and implementing plant improvements and expansions.

SUPERVISORY RESPONSIBILITIES

Carry out managerial responsibilities in accordance with the organization's policies and applicable laws. Supervise all employees within the department including three direct reports (two Ops Directors and 1 Maintenance Supervisor). Responsibilities include interviewing, hiring, disciplining, coaching and training, addressing and resolving employee concerns, planning, assigning, directing work and assessing job performance.

EDUCATION and/or EXPERIENCE

  1. Requires experience in leading industrial facilities, previous petroleum refining experience preferred. 
  2. A bachelor’s degree in engineering or related fields preferred.
  3. Project management experience is desirable. 
  4. Minimum of five years supervisory experience in a refining or similar process environment.
  5. Must possess a valid Driver’s License.
  6. Must pass background check, physical, hearing and DOT drug test.

LANGUAGE SKILLS

Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.  Ability to write routine reports and correspondence.  Ability to speak effectively before groups of employees or customers.

MATHEMATICAL SKILLS

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.  Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

REASONING ABILITY

Ability to apply commonsense reasoning to carry out instructions furnished in written, oral, or diagram form.  Ability to deal with and resolve problems involving multiple variables in both standardized and non-standardized situations.

Must have physical ability to perform all essential job duties and work extended hours, including nights and weekends in process operations environment. Work will be conducted during periods of inclement weather. Must have physical ability to access all areas of the refinery including stairs and/or ladders to inspect critical process and mechanical equipment. Must be available to respond to upset conditions during off-hours.
