The Contract Specialist is responsible for assisting with the entire contract or project life cycle, from pre-construction planning to post-award interface, execution, and close-out. The role works closely with project and shared services teams to ensure all contractual and subcontract obligations are met and that the organization’s interests are protected.

ESSENTIAL DUTIES AND RESPONSIBILITIES


  • Responsible for pre-award coordination and solicitation review as directed by the Contract Compliance Manager.
  • Process Performance and Payment Bond, Builders' Risk certificate, contract standard insurance certificates, and any other contractual prerequisite pertaining to a prime contract award.
  • Work with the project team to develop scopes of work for subcontractors, ensuring contract requirements are documented and clear objectives and milestones are set.
  • Assist project teams or upper management with contractual risks as identified.
  • Ensure subcontract cost budgets align with estimate and Contract Schedule of Values (SOV) established for client billings and subsequent change orders, if applicable.
  • Work with the Cost Accounting Manager to ensure client billings comply with contract provisions and Generally Accepted Accounting Principles (GAAP) and are uploaded into client’s system as required.
  • Work with project teams to respond to Owner requests for information and provide necessary reports, as required.
  • Process subcontract billings and ensure billings are in alignment with subcontract and approved by project teams.
  • Monitor subcontracts against compliance requirements and ensure project specific documentation and reporting is accurate and timely.
  • Responsible for the effective use of various third-party systems to ensure compliance requirements are met and requisite reporting is accurate.
  • Process project closeout documentation as required and archive electronically.
  • Perform other related duties as assigned.

QUALIFICATIONS


Required

  • College Degree or three (3) years' related experience, with increasing responsibility that includes contract or subcontract administration.
  • Proficient in using Windows and the Microsoft Office applications at an intermediate level.
  • Ability to maintain confidentiality.
  • Familiar with relevant contract types and legal terminology.

Preferred

  • Experience with Trimble Vista™ Construction Software.
  • Experience using the Federal Funding Accountability and Transparency Act (FFATA) Subaward Reporting System (FSRS), Wide Area Workflow (WAWF), US Army Corps of Engineers (USACE), Resident Management System (RMS), System for Award Management (SAM), Electronic Subcontracting Reporting system (eSRS), and similar systems.

The physical demands of the job require regular talking and hearing, frequent sitting, reaching, and using hands.
