JOB SUMMARY
The Preconstruction Manager is responsible for managing, in collaboration with the ASRC Construction Leadership Team, the successful estimating, proposal development, and contract management related to bid-build, design-build, CM/GC, and CMAR contracts. The Preconstruction Manager conducts preconstruction planning and stakeholder management for federal and private clients.
ESSENTIAL DUTIES AND RESPONSIBILITIES (and other duties as assigned)
- Supervise estimating department staff.
- Perform site visits to review conditions.
- Oversee start-up activities for new projects.
- Prepare take-off and budgets in collaboration with Project Estimators.
- Develop preconstruction schedule and monitor progress.
- Responsible for developing budgets and cost procedures during preconstruction.
- Establish bid and proposal schedules.
- Design coordination and development of construction work packages
- Conduction construability review throughout design process.
- Evaluate value engineering options.
- Conduct contract negotiations.
- Develop logistics and site plans.
- Establish and maintain positive and effective relationships with client, project team, leadership, communities, and governmental agencies.
- Review project front-end documents and submittals for completeness and accuracy.
- Develop bid scope and vet subcontractors to ensure compliance with bid scope.
- Write and ensure execution of pre-construction subcontracts and purchase orders.
- Perform other related duties as assigned.
QUALIFICATIONS
Required
- Bachelor’s degree in Construction Management, Engineering, Business, or other related field.
- Equivalent combinations of technical training and/or related experience may substitute.
- Ten (10) years’ experience in construction industry that includes estimating and project management.
- Management experience including organizational skills, supervisory responsibilities and decision making problem solving skills.
- Valid driver’s license with an acceptable driving record.
- Skill in the use of Microsoft Office products at an intermediate level.
Preferred
- Advanced management or technical training.
- Experience using WinEst, On-Screen Take-off, Vista, Primavera P6, or other similar system.
- Experience in managing design-building, CM/GC, and CMAR contracts.
- Experience in government contracting.
