JOB SUMMARY

The Construction Engineer III provides high-level project and contractual overisght for projects of ASRC Construction and its subsidiaries. Construction Engineers assist at both the job site and office locations throughout Alaska.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Construction Project Management

  • Assists in planning and proactively managing construction projects to achieve quality, schedule, budget, and safety objectives.
  • Assist with logistics planning and craft hire.
  • Responsible for required reporting to project stakeholders.
  • Assists the field superintendent and project engineer with construction work plans.
  • Tracking equipment usage and maintenance.
  • Procurement of small tools and supplies, consumables, and low-risk permanent materials utilizing the company procurement process.
  • Assist field superintendent with camp management.

Contract Management

  • Review construction contracts to ensure projects are set-up in the accounting system to meet contractual and compliance terms and conditions and that applicable documentation is gathered and maintained for the project record.
  • Create the project schedule of values, using the original estimate, for entry in to the accounting system and compare it with that submitted on bid-day to ensure accuracy, noting any discrepancy with the Operations or/and General Manager.
  • Enter subsequent versions of the cost budgets to ensure alignment with client contract change orders.
  • Ensure client billings are generated in accordance with the contract billing provisions (e.g., T&M bill rate schedules) and in accordance with Generally Accepted Accounting Principles (GAAP); note any discrepancies to ACHC's Contract Administration Manager.
  • Process Performance and Payment Bond, Builders' Risk certificate, contract standard insurance certificates, and any other required internal or external pertaining to the contract.
  • Collaborate with project team and Subcontract Manager to create appropriate scopes of work for project subcontractors.
  • Monitor subcontracts for compliance with insurance, labor reports, and other required certificates.
  • Verify the accuracy of subcontractor and material purchases contract invoices and enter into accounting software for processing.
  • Maintain applicable project files.
  • Submit monthly project billing to the owner by the contractual due date with all required backup and monitor receipt of funds.
  • Generate, post, and submit appropriate inter-company billings.
  • Process Project Closeout and archive closed projects.
  • Respond to Owner requests for information and provide project reporting.

Estimating

  • Assist in the bid and proposal process: obtain necessary documents, update bid list, and distribute specs and plans to estimate team and vendors.
  • Review project documents, develop multi-discipline material takeoff, evaluate labor needs, subcontractor cost proposals, and estimates.

Quality Control Support

  • Assist the team in quality control, both in the field and in the office, to ensure that the project specifications are met.
  • Obtain construction materials and verifies that they are received in the field, as they were ordered.
  • Follows up on all purchased materials, monitors the current status, and updates the PM and Project Superintendent.
  • Process "Request for Information" when issues arise that need an answer or clarification from the design team.
  • Manages drawing and specification changes with digital redline drawings.
  • Assist in timely completion of all required project close-out documents per contract.
  • Prepare complete, accurate, and timely submittal logs based on project drawings and specifications.

Safety Support

  • Ensures that all the construction safety rules and regulations are being observed and all safety documentation is completed and filed.
  • Support field staff with safety documentation organization.
  • Lead by example and support Zero-Incident culture.
  • Review and update Site Specific Safety Plans.
  • Draft Job Hazard Analysis (JHA).

Project Controls

  • Supports the cost control effort of the project through approving expenditures, labor reporting, and materials receiving.
  • Assist in the development of construction schedule and regular schedule updates.
  • Assist with month-end reporting and estimate-at-complete (EAC) analysis.
  • Travel to project sites.
  • Perform other related duties as assigned.

QUALIFICATIONS

Required

  • Bachelor's degree in Business, Construction Management, Engineering, or another related field.
  • Experience may substitute in lieu of a degree on a year for year basis. 
  • Eight (8) years' related experience, with increasing responsibility.
  • Skilled in the use of Windows and the Microsoft product suite at an intermediate level.
  • Experience working in the construction industry.
  • Contract administration experience.

Preferred

  • Experience with Vista Construction Software.
  • Experience with scheduling software (Primavera P6 and MS Project).
  • Thorough understanding of construction contract requirements.
